Not great; but not bad either. Somebody did apparently put some work into those lugs - lower head tube lug in particular looks nice. But the bottom bracket could have gotten more attention, and the lug contours aren't all great. And the dropout junctions aren't particularly distinctive, nor the point at the top of the seat lug. Still, more attention to detail than I expect in an 80's Bianchi frame.
