If you've got Axiom racks, they'll lock on. If not, they hang securely on about any rack.(I can lock them on my Topeak Explorer but it's more trouble than it's worth.)
Do you know that the pivot is off center on the Axioms to accommodate different size rack tubing? I haven't seen a rack that I couldn't easily lock the Axioms. I have only tried on about 7 different racks though, one of them being my Topeak Explorer.
