That is decided by our representatives who we elect and occasionally in initiatives by the majority directly. Am I who does not use state provided housing, food stamps, and public schools not entitled to the fair value for my tax dollars that are used to provide those services? Nope. I'm not. Maybe they could start with some good old fashioned self-reliance instead of utter dependency on the government and welfare from the productive members of society to provide for them. Take the safety net and use it to get back on their feet.
There's certainly nothing wrong with you using the 80% subsidy to ride the bus that society has decided is worthwhile to fund on the very roads you despise your few tax dollars being spent on anymore than there is anything my driving on the roads my few tax dollars were spent on. For different reasons we both disagree with how roads are funded. For that matter, we disagree on how public transit is funded as well. That isn't all that surprising.
What does surprise me is that you are horrified that you, who does not get fair use out of roads, should be forced to have your tax dollars used to pay for them. And yet you steadfastly demand that the car owning "class" pay for bicycle infrastructure and public transportation which they don't use. I do find that interesting.
