It's a number of single vehicles that are not allowing enough room to be able to stop within the assured clear distance ahead, as happened when you got hit from behind by three other cyclists. That's the problem with people that constantly talk about "VC". If we're acting just like cars, we'd all be getting tickets for much of the stuff we do on bicycles.
