Both do the lvc. I've never heard of a bms without it, but you might want to check. The whole purpose of the bms is to protect the cells from over charging (hvc), over discharging (lvc), and over current.

the controllers only do lvc for the whole pack voltage, so the protection by the bms is better since it protects each cell.
