That 8 - 10 nm spec is for the Tektro piece, not the carbon fiber. I would not go over 5 nm. I broke a very expensive carbon fork because I used the 8 nm spec shown on the stem. A torque wrench can break carbon just as well as any other wrench if you're using the wrong number.
Amen to this. I don't go over 5 nm for any carbon installation, even for a carbon seat post.
