If you draw an imaginary seatstay to an imaginary 56cm TT you'll see that the rack mount points will be somewhere around an inch, maybe more, farther forward.

I went to an LBS looking for those twisted arms that bolt underneath a rack and to the braze on, and the ones they had were way too long after the twist.
Another rack I had was adjustable, but had a downward angle in the arm, missing the braze on on my 22.5" mountain bike.
