One would prefer it if they like a snappy return on the caliper. Less if they prefer less force to be needed to actuate the brakes. Also can be dialed up to balance the response in systems where there might be excessive cable and housing friction.

Personally i prefer the stiffest spring and return action i can find anywhere. Definitely a personal preference. It blows my mind every time I meet someone who complains that brake levers are too hard to pull.
