Maybe in Cali, but people are honest to a t in Japan, and many other places around the world as well. When I was travelling around Europe by bike, I never locked my bike and would leave it in unlocked storage rooms in hostels w/o anything getting stolen. The rooms had no door locks and I could safely leave valuables there.
