Bikes: Elephant custom road bike, 08 Redline D440, Motobecane Fantom cross Uno.

As a side question, I read that over 90% of wind resistance comes from the rider, and the rest from the bike. What percentage of a bikes wind resistance is caused by the wheels, and approximately how much can the drag of the wheels be reduced by deep dish rims? I don’t know where to find a wind tunnel, or how much they cost to use, but if I had, say $2k to invest in improving my Aerodynamics. Would I be best of A. Buying aero wheels B. Buying and aero frame C. Buying some time in a wind tunnel to prefect my positioning for best aerodynamics?
