There are not any grades like that around Frankfort. On M22 just south of Frankfort there is a ~1 mile climb that averages 6-7% with a nice soulder. There is a very short (maybe a hundred yards) hill going North from Frankfort that is 15% or so. I'm not sure if the route heads up that hill or goes out to the main road. Don't worry about the hills around Frankfort, they aren't bad at all.

I'm not doing this ride, but the route from Manistee to Charlevoix is some great riding.
