Probably...the bike you show is a CAAD8...originally that bike, in a 54 had a head tube od 14.6. the one they make now is 15.5

I ride a 60 Super Six HM...the CAAD8 you show in a 60 is 19.2, my bike's a 19.0...now they don't make a 60 in the new CAAD8, but the head tube in the 61 is 20. My 60 CAAD9 is also a 19.

It looks like there is plenty of steering tube there to allow a less aggressive setup.
