No matter how much or how little you smoke you will be looked at and scorned as a smoker, hence the guilt. Drinking is more socially acceptable - even if you drink a bit too much. You said "No matter how you slice it, they're both addictions and not habits." That's flat out wrong. Second, more people get hooked on tobacco than on alcohol. Tobacco is one of the most addictive things on the planet. That's not the case with alcohol where it comes down to genetic or social predisposition.
