Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

Do you mean the brake is moving the rear rim sideways slightly? If so the rear brake is off center and one pad is hitting the rim first. Centering it is just like the description above.
