Well, as you said, it's a rule of thumb, not a rigid predicter of performance.

It would place Hincapie (6’3”, 170lbs) at 2.26, and Armstrong (5’10”, 165) at 2.35, so obviously there are good cyclists who don’t fit the rough guidelines.

Nonetheless, most of the guys I see at around 2.4 or above (granted they're middle aged guys with full time jobs) could stand to lose weight without impacting their performance.
