According to the 'dale geometry specs
ST-----TT-------HT
58-----57.5-----17.5
60-----59.0-----19.0

The next size up is 1.5cm longer and higher at the front.
You could experiment with an adjustable stem to find your comfortable handlebar position.
The next size up may come supplied with a longer stem. There is a lot of lattitude in "correct" stem length, basically if you feel comfortable and the bike handles OK, the stem is good. There are all kinds of other "guidelines" as to correct stem length that are best ignored.

If you are not used to riding a bike then you probably need to start fairly upright but expect to alter the position over the next few months as you get used to riding; that is one of the problems in accurately fitting a newbie.
