Welp, I'd say Reynolds 953 could contend with any Alloy frame, and maybe even Ti and carbon frames as well.
It really depends on the diameter of the tubes and the angles/geometry of the bike. My '10 Specialized Langster (steel) track frame is quite stiff and picks up a lot of the road vibration. My '90 alloy Miyata on the other hand is quite a smooth ride and notably more compliant. I attribute this a lot to it being before they really new what they were doing with aluminum, but you get the picture.
If done right I'd say you could get a steel ride that performs just as well as aluminum and probably feels better too.
