The bolt in the topcap is for adjusting bearing preload.The stem clamped to the steerer is what secures the fork.Once the stem is clamped you could remove the topcap and bolt and throw them away. Not knowingg what you are doing when it comes to HS/stems/bars, can result in injury or death.
