As I wrote, it is well known that many car-bike collisions are not reported to the police. However, that does not demonstrate that the statistics, such as Cross's, derived from police reports are biased. That would be correct only if the bias consistently overreported or underreported particular types of car-bike collision, for which there is no evidence.
