I figured I'd ask here instead of making a new thread. For stem angle measurements, are the angles measured in relation to the stem clamp being horizontal and it bends below or above 90 degrees, or are they measured in relation to the angle of head tube angle, like if the headtube angle was 73 degrees, you would need a 17 degree stem for it to be horizontal? I want to get a new stem that is parallel in relation to the ground but I'm unsure of what angle stem to get. My current says it's -7 degree. Here's a picture of the stem right now
