It may be exactly horizontal, or a little high, or a little low, but it will be closer to horizontal than what you have now. Measurements aren't exact. Wheels are part of the equation. I've seen enough race bikes with 17 degree stems that weren't perfectly horizontal. But that's neither here nor there. It shouldn't be about the look it should be all about the fit. Going from a 6 degree to a 17 degree stem adds about 0.5cm of reach.
