I want to get a new stem that is parallel in relation to the ground but I'm unsure of what angle stem to get. My current says it's -7 degree. Here's a picture of the stem right now

I have a bike where the headtube is 73.5 and I have a 17deg stem on it. It looks every so slightly downward sloping. I would think it would be horizontal on a 73 headtube.
