Thats actually up to each state, HID lights are perfectly legal in ID the only way feds can get involved in something like that is if its commercial.
Here in Kansas, HIDs, even for bicycles or motorcycles, are illegal on the street. If they are factory-installed, then they are legal, but any aftermarket HID kits for cars or motorcycles or ANY HID lights for bicycles are illegal on the street. Same is true for Missouri.
