I have multiple tights that I've been happy with down to 20F. My take is that any cheap neoprene ones will work great.
Water and windproof down to that temp for that is not going to breathe well. A regular windbreaker is a much better way to go and you can significantly improve water resistance with spray on water repellent. Waterproofness if of little value when you ride in below freezing temps for the simple reason that any precipitation in the air will just bounce off you.
