I actually think that utility cycling and fixed gear riders are as much a part of the popularity of botique builders.
Personally, I would look as hard at a Curtlo or English as I would at any other modern frame. Curtlo does a S3 True Temper frame for $1200. Damn tempting if you ask me.
I think you are right by saying, that fixie riders are a big part of it.
