The shift/brake levers are probably going to be your most expensive part and will determine some of your other components. I would start there.
after pricing stuff i found this to be VERY true. my estimated budget for parts (not including frame i would say is about 600. looking around i can pick up a complete groupset minus wheels for this price or piece together cheap stuff and throw a wheelset in for under this same price. oh the decisions...
