Not sure what you mean? I am sure it is carbon fork safe, it wouldn't make sense to make a stem this light, and have to use it with an alloy steerer. It isn't side/offset either I don't think. It is right in the middle, but they moved the bolts to the front so you don't hit your knees on them. They use torx bolts to go with a smaller size and prevent stripping. Here is another view so you can see how it clamps better.
