That is certainly not true in Hawaii and I doubt it is actually true in any other state unless a prior protective order was issued for other reasons.
The Hawaii law even has a case note (short reference and explanation of case law) printed under the law that makes it very clear that a cyclist would have to yell something or make a threatening gesture before it could be considered either harassment or stalking.
