Do I HAVE to cut a long seat post?

Hi Guys,

Building a bike, and I ordered a 400mm Ritchey because the 300mm was not in stock. Question is can I use it as is? Or do I HAVE to cut it shorter?

Read on a thread here that Kestrel advises NOT to use too long a post inserted, as it can stress the CF of the seat tube?
