The stems up to about the early 1970's all used expander nuts but then there was a migration to the wedge arrangement that is simpler to make, (usually) releases more cleanly, tightens firmer = but is a REAL PITA if it gets well & truly seized! Cone v wedge affect how much insertion and adjustment range you can have on small frames, with head tubes only about 10 cm. Makes a significant difference. Wedges are more restrictive.
I haven't seen any difference in seizing - if I grease my installations, I don't get any seizing.
