Problem with Tektro sidepulls and Daruma (mounting fenders)

I'm mounting fenders (Velo Orange aluminium ones) for the first time, and having a problem with the Daruma. The problem is that the recessed nut that the brakes use on the front (these are Tektro R556 aka Silver Sidepulls) is so long that it doesn't expose enough of the threaded bolt for the Daruma to sit on. It's possible to tighten everything up, but the recessed nut doesn't get seated properly, instead pressing the Daruma against the front of the inside of the steerer.

It's a little clearer with a couple pictures:

Here's an illustration of how a Daruma is supposed to work. The part i've highlighted in red is too long on my front brake, leaving inadequate room for the Daruma:


So you get this situation:



The red line shows the problem nut, and the arrow shows how much further it is supposed to be inserted, had the Daruma not been in the way.


Solutions? Is this nut a standard part and could I find a shorter one? Tighten it up and use it like this? Or give up on using a Daruma? The fenders came with an L-bracket as well, although the Daruma seems like a nicer way to mount the fenders...
