probably 2009 Motobecane Fantom Cross. The BikesDirect tech support said there is a missing part and I'm SOL.

There are some out there and probably at the cost of a new fork.

I used two washers that have square cutouts - used for braze-on DT shifter - installed before the brake arm. The spring hooks into the corner of one corner and the arms are free to move when the bolts are tightened down. It appears the adjustment screws work to an extent and I have a workable solution.
