That looks like the same one that was on my brother's 1983 Schwinn Voyageur 11.8. If there's a nut on the opposite side, you have to remove it all and slot it back together with the seat rails going between the outer pieces and the bolt feeding through from the right.
I recall in was a PITA for us, too.

That's kinda brilliant, and I don't think you intended it. This post has 2 bolts, one going in from each side. To get the 2 nuts to thread in the very narrow space between the clamps is awkward just when your holding the post in your hands, let alone trying to 'pry' the saddle bars apart while your doing it because it is 'waay' wider then any modern rails. I hadn't thought about trying to put one bolt all the way through. Of course, these bolts have a square fitting on each. Nice idea, I think I'll try to work with that.
