No. You might could 'get a good ride,' but getting on/off and stops would be an ongoing nightmare.

Standover is not much of a big deal as long you clear the bar at all. Even lightly touching it is manageable. But this bike is clearly way too big for you.

As you search for a bike, pay a lot of attention to top tube length, ie, saddle to bar. As long as you clear the tube at all, tt length is most important for comfort when riding long distances. This can be adjusted to fit with saddle position and stem length.

You probably need a bike in the 50-54 cm range.
