I'm going to throw in another vote for California. The coastal cities are expensive, but tend to be the most social and bike friendly. If you're looking for (relatively) cheap areas, all you need to do is find more inland, less populated areas. They won't be as "cultured" (meaning less artsy, fun things to do around town) or as social (less people to interact with, so less events, etc.) but it seems like that's not a problem for you. There are cities like Idyllwild, Indio, Ridgecrest, etc. Just look more in the Riverside or Bakersfield counties.
