The pictures are so bad you can't tell what they are. The guy might've mounted the STIs on flat bars or gone with mtb/hybrid shifters but the cable routing looks as though he got mtb shifters.
Don't worry about finding it online, Tiagra is not "top of the line components".
Actually looked at the pics you uploaded and it's more clear now, it really doesn't look like a road bike at all. It looks like a stock hybrid, as in it was always this way.
