A deore derailleur can handle a 12-25 cassette. A Tiagra cannot handle an 11-32 cassette. For my money, more options are more better, I'd go with the 2009. Its the same frame, so you really making a decision on cost and components. I vote for the 2009, but do what you think is best.

Edit: after re-reading your post, go for 2009 only if you will fit the 61. A new front fork with braze-ons is less than 350 also, plus it doesn't sound like you really care about that. Either way, the Volpe is a very good all-around bike.
