If it says "Goretex" it's not GORE-TEX. All caps with the hyphen is the registered trademark.

As some others may have alluded to, if you ride energetically, it's pretty much a no-win situation. GORE-TEX does not breath enough to prevent getting saturated with sweat, and this only gets worse when it's actually raining. GORE-TEX WINDSTOPPER is an improvement in breathability at the expense of water resistance, but, IMO, is still not sufficiently breathable.
I have a Gore Phantom II jacket which has a WINDSTOPPER front and unlaminated fabric back, which greatly helps eliminating moisture sweat. Though this works well for cold weather, and provides a modicum of water resistance for brief showers, it isn't a rain jacket.
Gore had a patent on the breathable membrane but that's long since expired and there are other manufactures/brands arguably as good or better.
