I use to subscribe to Consumer Reports and before I bought a road bike I wanted to see what they had to say. In their opinion, you needed to spend at least $1,800 to get a bike that most people would be happy with. From what I have seen, that is probably about right. Keep in mind that for commuting less is often more. a $300 commuter has the added advantage, especially in NYC, of being almost disposable.
I have a Tarmac SL2 built up w/ RED, DV46 wheels and a power meter. Having a $300 commuter would be just the thing if were to be actually commuting.
Of course, when I DO commute, it's usually so I have my bike with me so I can ride after work... in which case the commuter wouldn't actually get ridden.
Also, for commuting in NYC, a Cyclocross bike w/ 28mm slicks is a great compromise... soaks up the nasty pavement, and has a more relaxed geometry for the commute. OR, a flat bar (gasp) road bike.
Regardless, for commuting and laps in the park, you don't "need" a $1000 bike. But if you "want" the $1000 bike, then nothing less will do.
