Maybe you misunderstood what I was trying to say. (It wouldn't be the first time I've not said something other than what someone thought I wasn't trying to say but didn't.

Find a Simplex lever mount, the kind that slips over the right-side stud and has another stud on the left. You should be able to find one with levers and all, which will include screws and everything you'll need. No problem.
If you can't find one, use any lever set but place it above the stud and leave the stud in place for now while you keep looking. Once you knock that stud off you will have ruined the frame.
Ha ha...it's ok, it's ok I wasn't going to knock it off. I probably didn't reply clearly either and reading it again all I was trying to say was it was an observation that it appeared to be spot welded or tacked on and therefore easy to to get rid of or 'knock off' not that I intend to!!
I've been searching on ebay and i just didn't want to get one of the metal plastic combinations and was lookin for something a little more substantian and aesthetically pleasing so I was thinking of combining...
