I think the Salsa Vaya is as close as it gets to being a "perfect" production bike--it's affordable (around $1500), and it qualifies the majority of the criteria you have listed.
To get yourself a "perfect" bike, your only option, really, is to go custom. As others have said, what you want is a niche of an already niche market, companies aren't going to move a ton of bikes that meet your requirements, so it's not logical to put them into production.
You also have to remember that Rohloff hubs are f'ing expensive. The hub alone will run you more than most entry level bikes.
Also, as noted, hydraulic disc brakes don't really exist for drop bars. There is no room in the hood for the reservoir--however, people have been "hacking" their brakes and have added small reservoirs to make them compatible. I believe a few companies (Tektro iirc) are in prototype stages of producing a widely available hydraullic disc conversion kit.
