She was a silver medalist ( Worlds ) on the track in the early 80's which makes me think that maybe the FMA might have something to do with Matt Assenmacher as he did build some bikes with these style lugs and stay ends.

I actually contacted Cindy Olavarri regarding the bike. She confirmed it was indeed hers and it was painted green and white and provided by Puch when she was riding for them around '80-'81. However, she did not know who or where the bike was actually built. Your tip led me to contacting Matt Assenmacher and he identified the frame as part of a series he built for the women's Puch team. He just couldn't place a date on it.
I'm not the seller on ebay but I was interested in purchasing the bike. Something about it looked odd to me so I posted it here hoping to get good feedback from you experts. Even though my hunch was correct and it's not a real Cinelli, I still think it's a pretty cool historic bike and looks great.
