Phil Wood is the pinnacle. SKF of Gernany is producing some excellent quality sealed cartridge BB's (I have one on my all-season commuter), but since you are concerned about tool cost I would assume you are on a tight budget.

With that in mind, Shimano is really hard to beat for bang for the buck.
