Unless there's some connection with Royce Union, a Japanese brand from the 70's, I haven't heard of it either. But I agree with your assessment. Early 90's by the look of the fork. I'll guess it was made in Taiwan, but there's nothing wrong with that. Seems like a pretty good price to me.
