The fork crown is the best place for a front lamp with bar bags. It is central and protected against damage.
You may have to fabricate your own bracket to suit the lamp mounting.

You can make a bracket with a small section of tubing onto which you clamp the Blackburn bracket.
OR take a spare bracket, hack off the fitting and glue it to a suitable metal bracket.

Minoura make a small section of "bar tubing" that clamps to the side of the fork for mounting a lamp.
What kind of brakes do you have. Do your forks have a brake bolt hole.
