I say call the police. If the police won't take it, then leave it.
I was at my mothers house once. My grandfather was on the front porch and saw some big kid taking some little kids bike. He yelled out for him to stop and the kid yelled back "mind your own business old man".
My mother came out and said something like "you need to stop". The kid yelled back "Shut up B!t@$". Once I heard this I raced outside and my family told me what happened.
I immediately went inside to get my bike and went in the general direction of where they said the boy had gone. After searching for approximately 10 minutes I noticed a bike resting on the front lawn of a house. I knocked on the door and asked if this was there bike, and that a bike was just stolen.
The owners said it wasn't there's so I took it back home (it looked like the chain came off). I called the police and they came and took the bike. They said no one has reported a bike stolen yet.
I could have taken the bike home and not done anything. And if the kid came back around i would have given them their bike back. But it wasn't mine to begin with.
