It's hard to judge just how free freehubs are just by spinning in your hand. Some do have stiffer ratchet mechanisms, and others ultra light action, but the actual difference doesn't matter. Also a new hub will have more seal drag than an older onw, but will break in soon enough.

The only meaningful test is to mount the wheel, and spin it up to a decent speed and see if the drag is enough to cause the upper chain loop to sag. No sag is a pass, significant sag is a fail.
