Whatever it is it's très cool! Looks like it's in good shape with all accessories intact - doesn't seem like a bad price to me (it'd sell for at least that in my local market.)
Peugeots often have a sticker/label on the underside of the bottom bracket that lists the model and frame size; flip the bike over and see if it's still there (if it ever was - my early-80s UE-18 has one.)
