Here is a second vote for Tucson. It really is a great city to ride in, almost all the roads have bike lanes, motorists are very aware and give extra space to bikes, every bike shop has at least one group ride a week, you can ride year round (many pros train here during the winter), and the cost of living is significantly less than California. Summers get pretty hot but most people just start their rides earlier. Oh and we have Mount Lemmon which is on the North side of town which climbs about 5500 ft in about 25 miles which is commonly used by cyclists, and at the top Ski Valley gets snow every winter (which is nice if you like skiing, snow boarding, or just cooling off). Also if you like big cycling events we have El Tour de Tucson which attracts about 9,000 riders.
