Quick reality check. Slacken or remove the cable entirely and see if the brake springs open completely. Squeeze it and check that the caliper opens smoothly and crisply. Once you know the caliper is OK, then the next places to check are the cable fro friction, and also possibly a sticky lever.

Work back from the caliper to the lever and you'll find the problem.
